MINUTES OF THE AUGUST COUNCIL MEETING STATE OF TENNESSEE CITY OF LEWISBURG COUNTY OF MARSHALL AUGUST 14, 2007 The Lewisburg City Council met for the regularly scheduled monthly meeting on Tuesday, August 14, 2007, 6:08 p.m. at Lewisburg City Hall, 131 East Church Street, Lewisburg, Tennessee. Those present and attending were: Mayor Bob Phillips, City Manager Eddie Fuller, City Treasurer/Recorder Connie W. Edde, City Attorney Bill Haywood, City Councilmen Quinn Brandon, Hershel Davis, Robin Minor, Phil Sanders and Elvin White. Members Absent: None Mayor Bob Phillips called the meeting to order. The Invocation was given by Clay Derryberry and the audience led the Pledge of Allegiance. Item 1. Announcements Mayor Phillips announced the following: · Persons in need of air conditioners can call Bob Hopkins with MCEMT at 359-5810. · Drivers are needed to assist with Meals on Wheels. · The new designed Lewisburg Flag was revealed to the audience. Gary Davis was winner of the contest held on designing the flag. Item 2. Approval of the Minutes Motion to approve the minutes of the public hearing and regular scheduled meeting of July 10, 2007 was made by Councilman Davis and seconded by Councilman White. Upon a roll call vote: Councilman Brandon - Aye Councilman Sanders – Aye Councilman Davis – Aye Councilman White – Aye Councilman Minor - Aye Motion Passed: 5 - 0 Item 3. Approval of the Bills / Financial Statement Motion to approve the July 2007 bills and the June 2007 Financial Statement was made by Councilman Minor and seconded by Councilman Brandon. Upon a roll call vote: Councilman Brandon - Aye Councilman Sanders –Aye Councilman Davis – Aye Councilman White – Aye Councilman Minor - Aye Motion Passed: 5 - 0 Item 4. Citizen Input
Item 5. Unfinished Business 5A) Final Reading of Ordinance 07-06 Motion was made by Councilman Brandon, seconded by Councilman Sanders, to approve third and final reading of Ordinance 07-06 pertaining to flood damage prevention. Upon a roll call vote: Councilman Brandon - Aye Councilman Sanders – Aye Councilman Davis – Aye Councilman White – Aye Councilman Minor - Aye Motion Passed: 5 – 0 5B) Second Reading of Ordinance 07-08 Motion was made by Councilman Sanders, seconded by Councilman White, to approve second reading of Ordinance 07-08, amending the City’s Municipal Code pertaining to vicious dogs. The amendment pertains to the sale or transfer of ownership and animals born of registered dogs. There was a public hearing held prior to this meeting with no public comments or opinions expressed. Upon a roll call vote: Councilman Brandon - Abstained Councilman Sanders –Aye Councilman Davis – Aye Councilman White – Aye Councilman Minor - Abstained Motion Passed: 3 – 0 5C) Second Reading of Ordinance 07-09 Motion was made by Councilman Davis, seconded by Councilman Sanders, to approve second reading of Ordinance 07-09 pertaining to raising the purchasing amount for utilities (gas, water, electric) from $3,500 to $10,000 without advertising. A public hearing was held prior to this meeting with no public comments or opinions expressed. Upon a roll call vote: Councilman Brandon - Aye Councilman Sanders Aye Councilman Davis – Aye Councilman White – Aye Councilman Minor - Aye Motion Passed: 5 – 0 5D) Gas Provided for Residents Outside City Limits Item was tabled. Item 6. New Business 6A) Downtown Revitalization Loan Motion was made by Councilman Davis, seconded by Councilman White, to approve a revitalization low interest loan to Michael Walker for fascia repair of his building located at 121 1st Avenue South. The loan ($35,000) will come from UDAG Funding with monies being borrowed at a rate of 1% interest for a five (5) year period. Edmund Roberts, Chairman of the Community Development Board, stated the Board has reviewed the application and found all requirements have been meet. Upon a roll call vote: Councilman Brandon - Aye Councilman Sanders – Aye Councilman Davis – Aye Councilman White – Aye Councilman Minor - Aye Motion Passed: 5 – 0 6B) Consider Hiring Additional Firemen Motion was made by Councilman Minor, seconded by Councilman Brandon, to approve hiring additional firemen. Councilman Minor stated his concern was a safety issue in that West Side firemen were responding to fires without enough man power. Hiring additional men will also help in reducing the City’s ISO rating. Upon a roll call vote: Councilman Brandon - Aye Councilman Sanders – Aye Councilman Davis – Aye Councilman White – Aye Councilman Minor - Aye Motion Passed: 5 – 0 7) Other Business 7A) It was announced a workshop will be held on August 21 at 4:30 pm. There being no further business to come before the Council, the regular monthly meeting of the Mayor and Council for the City of Lewisburg adjourned at 7:15 pm.
