MINUTES OF A REGULAR MEETING OF THE  LEWISBURG PLANNING AND ZONING COMMISSION

The City of Lewisburg Planning and Zoning Commission met in its regular monthly meeting, Tuesday, February 19, 2008, 4:00 p.m. at Lewisburg City Hall, 131 East Church Street.  

Members Present:   Jim Bingham, Bill Holly, Gary Davis, Bill Marsh, Britt Wiles, Robin Minor

Members Absent:    Karen Stoltz

Also Present:   Greg Lowe - City of Lewisburg, State Planner Lisa Keylon, Kenneth Carr - Lewisburg Water Department, R. L. Williams - City of Lewisburg, Eddie Fuller - City Manager, Quinn Brandon - City Council, Leroy Mullins- Lewisburg Gas Department, Clint Confher – Tribune, Richard Turner and Doug Fagan – Lewisburg Electric, David Sullivan

Chairman Bingham called the meeting to order.

Old Business:

Motion was made by Bill Holly to approve the minutes of the regular meeting of January 15, 2008 and the Special Call minutes of January 29.

Motion Passed:  6 - 0

New Business:  

1. Amendments to the City’s Zoning Ordinance

a. Lighting Plan Requirements - Passed until February meeting.

b. North Carolina Handicap Parking Code Requirements

Motion was made by Bill Marsh to recommend the City Council approve an amendment to the City’s Zoning Ordinance by adding Section 10.2.13 pertaining to the North Carolina Code Design Standards for Handicap Accessible Parking as followed:

10.2.13 DESIGN STANDARDS FOR HANDICAPPED ACCESSIBLE PARKING

A.  All shall be detailed sufficiently to show compliance with the North Carolina Handicapped Code, current edition

B. Handicapped accessible parking shall be located as near as possible to the main public entrances of a single building or centrally located in parking lots that serve more than one building.

C. All off-street handicapped accessible parking spaces shall be located in the closest parking area to a public entrance to the building but no more than 250 feet from such entrance.

D. No stairs or curbs are permitted between an accessible parking space and the entrance which it is intended to serve and the slope along the accessible route shall not exceed 1:12.

E. All off-street handicapped accessible parking spaces shall be designated by a sign or other means accepted by State requirements. Van accessible spaces shall be designated by a sign indicating “Van Accessible” in addition to any other mean used.

F. A minimum width of 96 inches shall be required for all accessible spaces. Van accessible spaces shall further require a minimum vertical clearance of 98” inches.

G. An access aisle of 60 inches shall be provided for all standard spaces and an aisle of 96 inches shall be provided for all van-accessible spaces (one 96 inch aisle may serve both types of spaces.. No ramps may project into this access aisle.

c. Clarification of Section 3.020 (Principal Structure Code)

Motion was made by Robin Minor to recommend the City Council approve an amendment to the City’s Zoning Ordinance by deleting Section 3.020 and replacing it as followed:

 SECTION 3.020

Residential Buildings on Residential Lots On a lot to be used for a single family dwelling or a two family only one (1) principal building and its customary accessory building shall be permitted.  This provision does not prohibit planned development complexes as permitted under ARTICLE V, Section 5.050, of this ordinance, or multifamily dwellings.

Motion Passed:  6 - 0

2. Edmund Roberts was not in attendance to make presentation as scheduled.

3. Motion was made by Bill Marsh to recommend the City Council consider  rezoning property located at 337 Franklin Avenue.  The request will rezone the property from “R-3” (High Density Residential) to “C-2” (Intermediate Business).
